Proposed reorganization of the Division of
Extramural Research within the National Eye Institute October 23, 2014 This video was produced by the National Eye
Institute, abbreviated here as NEI The NEI leads the federal government’s research
on the visual system and eye diseases NEI supports basic and clinical science programs
that result in the development of sight-saving treatments The NEI is a part of the National Institutes
of Health within the U.S. government�s Department of Health and Human Services This video fulfills requirements pursuant
to the Public Health Service Act It serves as a public meeting to enable public
discussion of NEI�s proposal to change the organization of its Division of Extramural
Research, referred to in this video as DER Announcement of this public meeting was recorded
in the United States Federal Register as Document number 2014-25068 DER coordinates the extramural activities
of NEI DER is currently responsible for the following
activities DER plans and directs support for basic and
applied clinical research, training, and career development DER advises the NEI Director on issues relating
to extramural research DER Plans and directs the grant and cooperative
agreement management activities of the Institute DER provides the initial scientific and technical
merit review of certain research And training applications DER provides committee management services
and logistical support for the National Advisory Eye Council �a panel of recognized leaders in the fields
of ophthalmology, optometry, and basic sciences that advises the NEI Currently, DER reports directly to the NEI
Office of the Director DER currently comprises three branches The Vision Research Program The Scientific Review Branch And the Grants Management Branch In the proposal, NEI recommends changing the
name of DER The proposed new name for DER is the Division
of Extramural Science The proposal also recommends the creation
of a Division of Extramural Activities The Division of Extramural Activities will
comprise the Scientific Review Branch And the Grants Management Branch The Division of Extramural Science, abbreviated
here as DES, will hold the following responsibilities: DES will plan and direct support for basic
and applied clinical research DES will plan and direct a program of research
training and career development And finally, DES will Advise the NEI Director
on issues relating to extramural research And will coordinate with other NEI components
to establish institute objectives The Division of Extramural Activities, abbreviated
here as DEA, will hold the following responsibilities: DEA will provide leadership and advice in
developing, implementing, and coordinating extramural programs and policies DEA will represent the Institute on extramural
program and policy issues within HHS and with outside organizations DEA will provide scientific and technical
peer and objective review of applications for grants, cooperative agreements, and contracts DEA will oversee Institute grants management DEA will provide information and guidelines
for grant applications DEA will also provide committee management
